COMINBANK has signed a memorandum aimed at expanding access to financial resources for defence industry enterprises

On 25 May 2026, at the initiative of the National Bank of Ukraine, the largest banks signed a Memorandum on facilitating access to finance for enterprises in the defence and industrial complex.

The National Association of Banks of Ukraine and the Association of Ukrainian Banks acted as coordinators in the preparation of the memorandum.

JSC ‘COMINBANK’ was one of the 23 banks that signed the memorandum.

The memorandum aims to expand financing for the defence industry.

The Memorandum provides for four models of bank participation:

- consortium or syndicated financing for large-scale projects;
- direct financing of manufacturers of weapons, ammunition and military equipment;
- financing of dual-use goods;
- financing of small and medium-sized enterprises in the defence industry under open contracts.

The signature of a participating bank confirms its recognition of the priority of financing the defence industry sector. In accordance with the Memorandum, the banks aim to apply a considered and fair approach to pricing so that financing terms remain accessible to defence industry enterprises.

The participants agreed to report on the implementation of the agreements on a quarterly basis and to expand the participation of financial institutions in supporting the sector.
