In support of INTERPOL's global efforts to assist law enforcement agencies ensuring border security, identification document protection, and the promotion of anti-smuggling solutions, the Ukrainian government proposed to hold an international conference on border protection and identification documents at the beginning of 2010.
«The Government of Ukraine has highly appreciated important achievements in the field of security; INTERPOL's work will continue to receive full support from us», — reported the Prime Minister of Ukraine Yulia Tymoshenko.
Ukraine's proposal to hold an international conference was supported by INTERPOL Secretary General Ronald K. Noble as an important step for cooperation in the field of protection of borders and documents around the world: «Having its base of lost and stolen travel documents, which currently has more than 16 million entries, it is precisely Interpol that ensures that each of the organization's 187 member countries has access to innovative technologies to protect their borders and citizens from terrorists and other criminals. The conference, which will be held in Ukraine in 2010, will become a global forum for the corporate and state sectors, and will also identify spheres in which mutual support and exchange of experience will become a factor in increasing the security of people around the world».

During his visit to Ukraine within the framework of the Global Security Initiative (GSI), Secretary General Ronald Noble also signed a Memorandum of Cooperation with the «EDAPS» Consortium (Ukraine, Kyiv) for the creation of a prototype of a highly secure electronic passport for members of the INTERPOL Executive Committee, heads of National Central Bureaus, and employees of the General Secretariat. INTERPOL and the «EDAPS» Consortium will also cooperate in the field of promotion and development of innovative solutions aimed at combating smuggling.
The GSI strategic concept, adopted by the INTERPOL General Assembly in St. Petersburg (Russia) in October 2008, includes five main directions: Global Security, Secured Global Infrastructure, Personnel Training and Development, Global Cooperation, and Innovations.
The electronic passport, being developed for the first time for INTERPOL, will contain a number of security elements, an electronic chip, holographic, micrographic, and optical security elements. The prototype of the passport will be presented for approval to the INTERPOL Executive Committee and the heads of INTERPOL National Central Bureaus during the upcoming meeting in March of this year.

«The implementation of a secured electronic passport will simplify the process of identifying INTERPOL employees traveling around the world, and will also help INTERPOL in training member countries in the field of highly secure elements for the protection of passports, identification documents, and other products, the manufacturing technologies of which were developed thanks to the most advanced innovative companies in the world, such as the «EDAPS» Consortium.
